My History

Vince joined Tierra West in 2000 and has over 29 years of experience in design, construction, management and inspection of projects including residential and commercial development, and heavy / highway construction as well as extensive engineering and managerial experience.

Prior to joining Tierra West, Vince worked for the New Mexico Department of Transportation where his responsibilities included hydrology design, maintenance contracts preparation, project management for NM and FHWA roadway and bridge projects, construction management and inspection, quality assurance, quality control and surveying. He also worked for a private construction company where his duties included project estimating and construction and contract management for a wide range of heavy / highway construction projects, i.e., FHWA roadway and bridge construction, White Sands Missile Range roadway rehabilitation, flood control dams, water and waste water collections and distribution systems, landfill closures, mine reclamations, port-of-entry facilities and FAA runway and taxiway construction and rehabilitation. Other duties included EPA SWPPP design and permitting, construction traffic control design, State Environmental Department permitting of asphalt and crusher facilities, water rights acquisition, and water well development and permitting.

With Tierra West Vince has performed the design of residential and commercial development including roadway design, grading and drainage design, water transmission and distribution systems, sanitary sewer collection systems, small wastewater treatment plant design and permitting, traffic signal design, construction traffic control design, permitting and entitlement through various jurisdictions, coordination and review of geotechnical, environmental and traffic impact analysis studies. Vince also worked on EPA and Corp of Engineers permitting including NOI, SWPPP and 404 Permits, feasibility studies and due diligence for proposed development including development of Opinions of probable costs and the preparation and management of construction contracts.
